Two rules to know: other-state candidates compete in the open / general category (no UP reservation), and a candidate whose earlier allotment lapsed — allotted a seat but didn't verify documents or pay in time — is re-admitted to counselling from Round 4. Both are straight from JEECUP's official counselling notification.
Follow these steps in sequence. Skipping ahead is the most common cause of dropped applications and missed deadlines.
Round 4 (Phase 2) required candidates who had not registered earlier — especially other-state candidates — to register or re-register on jeecup.admissions.nic.in, and that registration window has passed. Round 4 and Round 5 have both closed, counselling concluded in mid-August, and admission to BIPE for session 2026-27 is closed — the next registration window will be JEECUP 2027, for session 2027-28.
Admission to BIPE for session 2026-27 is closed — the counselling cycle is over, classes began 1 August, and there are no seats left to offer this session. If you are planning for session 2027-28 through JEECUP 2027, call or WhatsApp BIPE admissions (code 4455) and register that interest now.
In JEECUP choice-filling you searched for BIPE Phoolpur, Varanasi or entered institute code 4455 directly, and listed it against every branch you would accept — CSE, Mechanical (Production), Electrical, Civil. Single-choice filling was the most common reason candidates missed a seat.
After each round's choice-filling closed, JEECUP published that round's allotment. If BIPE 4455 was allotted, you accepted the seat and paid the seat-acceptance fee within the round window (typically 3–5 days). The counselling fee for the cycle was ₹3,250. All five rounds have now been allotted and closed.
Reporting to BIPE means bringing originals plus two self-attested copies — Class 10 marksheet, rank card, ID, and (for reserved-category claims) a valid certificate. Other-state candidates do NOT need a UP domicile certificate. The counselling reporting windows have passed, so agree a date with admissions directly. Classes began 1 August, and late joiners catch up with support. Confirm your seat and hostel slot at the time of fee payment — out-of-state applicants are prioritised for hostel allotment. Counselling has concluded — Round 5 was the final round — and admission to BIPE for session 2026-27 is closed, so if the rounds didn't land your branch, the next opportunity is JEECUP 2027, for session 2027-28.
Round 4 was the first round other-state candidates could join. Phase 1 (Rounds 1–3) is reserved for UP-domicile candidates; Phase 2 began at Round 4 and opened to candidates from every state (Bihar, Jharkhand, MP and others). Other-state candidates are admitted in the open / general category — no UP domicile certificate needed — and BIPE is a private polytechnic (code 4455). Round 4 was the big re-opening — whether you didn't register in time, weren't allotted a seat, or simply sat the earlier rounds out, it let you fill fresh choices. That round has now closed, Round 5 — the final round — closed in mid-August, and classes began 1 August. Yes. JEECUP's official counselling notification (Point 5) is explicit: a candidate allotted a seat in Round 1 or 2 who did NOT complete admission — chose Freeze but didn't get documents verified or didn't pay the admission fee in time, or chose Float but didn't deposit the security + counselling fee — is not eligible for Rounds 2 and 3, but CAN participate again in Round 4. So a lapsed earlier allotment does not shut you out; Round 4 reopens for you. (Candidates who actually completed their Freeze — paid, verified and reported — are admitted and locked in.) Round 4 and Round 5 have since closed and admission to BIPE for session 2026-27 is closed, so if that was you, the next opportunity is JEECUP 2027, for session 2027-28.
It depends on your Phase-1 status. Candidates who never registered — often other-state candidates — usually need to register in the Phase-2 window that JEECUP publishes on the portal. Candidates already registered in Phase 1 normally continue with the same login. The official Round-4 notice on jeecup.admissions.nic.in spelled out each case; that round has now closed.
JEECUP released Round-4 and Round-5 choice-filling and allotment dates progressively on the official portal rather than all at once, so we never published a fixed date here — a wrong date could cost you a seat. Round 4 ran after Round-3 reporting and has closed; Round 5, the final round, closed in mid-August, and classes began 1 August. Admission to BIPE for session 2026-27 is closed, so there is no 2026-27 date left to wait on — the next set of dates comes with JEECUP 2027, for session 2027-28.
No — and that's the only real difference. Other-state candidates are admitted in the open / general category and are not eligible for UP's SC/ST/OBC/EWS reserved-category seats or UP state scholarships. Everything else — choice-filling, allotment, the ₹3,250 counselling fee, reporting — works the same as for UP candidates.
